While the United States bans or restricts around 11 ingredients in cosmetics, the European Union has banned or restricted over 1,600 substances to protect human health. This includes ingredients known to be carcinogenic, mutagenic, endocrine-disrupting, or otherwise harmful to the skin or body.

 

The EU’s standards also regulate the safe concentration limits of approved ingredients. 

 

For example:

 

• Essential oils and fragrances in cosmetics must be used below certain thresholds to prevent allergic reactions—often between 0.01% and 1%, depending on the compound.

 

• Preservatives like phenoxyethanol are limited to 1% or less.

 

• Colorants, UV filters, and other additives are strictly reviewed for purity, sourcing, and safe use levels.
